Fudzilla states, that the Core 2 Quad Q9505 will clock as his big brother Q9550 with 4x 2.83 GHz in the core and 333 MHz in the FSB. The only difference should be the decreased L2 cache from 2x 6 to 2x 3 MiB, which you can already find on the processors Core 2 Quad Q9300 and Q9400. The performance loss is quite limited, so that this Core 2 Quad Q9505 could indeed hold up to a Q9450.
